At that time, why Roosevelt didn't agree for these Jewish to stay in the United States?

Few of the passengers went back to Germany, nearly a thousand of them were taken in by Britain, France, Holland and Belgium.
The US position was to avoid getting involved in another European war at all costs and there were strong supporters of this view in both government and the populace at large. It wasn't until the Japanese attacked America, that the US became involved more than 2 years later, at the end 1941.
Buy June 1939, the countries listed above had already accepted another war was inevitable and were also well aware of what was happening in Germany, so their decision to take the refugees was not surprising.
